This is the full journey level in the Information Systems Analyst class series. Positions at this level are
distinguished from the Information Systems Analyst I level by the performance of the full range of duties as
assigned, working independently and exercising judgment and initiative. Positions at this level receive only
occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating
procedures and policies of the Department. Positions in this class series are flexibly staffed and positions are
normally filled by the advancement from the Information Systems Analyst I level. Positions at this level have
at least three years of experience performing Information Systems functions. When filled from outside, the
employee is required to have prior related experience which allows the employee to meet the qualifications
standards for the Information Systems Analyst II level. At the discretion of Agency Management, a candidate
may be required to pass an examination to demonstrate knowledge and skills required to perform the
requirements at this level.

Knowledge of:
• Strong knowledge of Microsoft O365, Windows Server 2019, VMware, Windows 7 / 10
• Working knowledge of network switches, routers, firewalls, and network protocols (TCP/IP, DNS,
• Experience with supporting anti-spam filtering, logging and email tracking and transport rules.
• Strong knowledge of Barracuda and Sophos Antivirus applications.
• Good Communication skills
• Basic principles and procedures of data entry and analysis.
• Knowledge of GIS applications.
• Word processing methods, techniques, and programs including spreadsheet and database
operations, graphics, spreadsheet, and word processing software.
• Principles of Graphical User Interface (GUI) and Application Programming.
• Principles of database design.
• SQL, Avenue, Visual Basic, Visual, HTML, JavaScript, Asp,, Visual Studio, and
FrontPage applications and programming languages.
• SQL Server and Access database software.
• Principles and procedures of maintenance and administration of large regional databases.
• Principles and procedures of data entry, integration, and analysis.
• Principles of quality assurance/quality control of water resource and geographic data.
• Safe driving principles and practices.
Skills and Abilities:
• Operate modern office equipment including computer equipment using Windows operating systems.
• Operate digitizers, plotters, copiers, IP phones, color printers, and GPS devices.
• Operate a motor vehicle safely.
• Operate digitizers, plotters, tape drives, color printers, and scanners
• Solve basic, routine problems related to the collection, transfer, and storage of data for water
• Communicate clearly and concisely, both orally and in writing.
• Establish, maintain, and foster positive and harmonious working relationships with those contacted in
the course of work.
• Read and understand water quantity and quality data in a variety of formats.
• Solve difficult and complex problems related to the collection, transfer, and storage of data for water


Any combination equivalent to experience and training that would provide the required knowledge, skills,
and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
• Experience:
o Three or more years of increasingly responsible experience in the Information Systems or
related field.
• Training/Education:
o Equivalent to a bachelor’s degree from an accredited college or university with major course
work in a computer science, or related field. Additional, applicable experience may be
substituted for degree requirement.
• License or Certificate:
o A valid California Class C driver’s license, which must be maintained throughout employment
with the agency; maintain a driving record acceptable to the Agency’s automobile insurance
o Microsoft certification (for example, Microsoft Certified Systems Engineer- MCSE) or other
technology-oriented certification is desirable.
