Job Description

The Superior Court of California, County of Alameda is accepting applications for the positions of Software Analyst/Senior Software Analyst (Windows Server / Microsoft 365 / Azure Administration). The current job vacancy is assigned to the Infrastructure Services Team within the Office of Information Technology Division, at the East County Hall of Justice, located in Dublin, California. The Division may fill the vacancy at the level of a Software Analyst or Senior Software Analyst.

Software Analyst Salary Range: $99,860.80 - $129,688.00

Senior Software Analyst Salary Range: $110,240.00 - $143,270.40

Infrastructure Services

The Court’s Infrastructure Services Team is responsible for building, designing, securing, implementing, managing, and supporting the Information Technology Infrastructure for the Superior Court of California, County of Alameda.  Infrastructure Services include both physical and virtual technologies in key areas including: Directory Services, Network Services, Hyperconverged Services, Voice Services, Hybrid Cloud, Operating Systems, Database Management Systems, Data Protection, and Cybersecurity.

Under direction, Senior Software Analysts develop specifications for complex systems architects the deployment of system software; defines the logic, writes the programs, develops test plans, and tests systems; provides direction and guidance to other technical staff performing these operations; assumes responsibility for the support of designated systems; analyzes system logs and to prepare technical reports; and performs other related duties as assigned.


The Senior Software Analyst performs advanced level analysis duties. Incumbents are responsible for developing, evaluating, modifying and maintaining complex systems. Senior Software Analysts are competent to work at the highest technical level on all phases of the systems. Senior Software Analysts may have lead responsibility for systems programming and analysis, including providing training, direction, and guidance to others. This class is distinguished from the lower-level class of Software Analyst in that the former is responsible for operating system software such as routines supporting multi-programming, telecommunications and file management whereas the Senior Software Analysts assist with business applications software programming, such as case management applications. 

Under direction, a Software Analyst  investigates, analyzes and to evaluate systems which serve as the platform for security, communications, application development and system performance monitoring and tuning; designs the implementation of systems software in a way that will improve the efficiency of both the technical staff and end-user community; develops logic, writes and tests systems defined by higher level software programmers; enhances, installs and tests vendor supplied utilities and software packages; assists in the development and modification of relatively complex software; writes operations manuals and guides; and performs other related work as assigned.

The Software Analyst performs entry to journey-level infrastructure support and analysis duties. Software analysts are competent to work on most phases of infrastructure systems programming on their own and only require general direction for the balance of the activities. This class differs from the Systems Analyst class in that Software Analysts work with packaged systems software that run beneath  business applications.

Example of Duties

Senior Software Analyst:
NOTE: The following are duties performed by employees in this classification; however, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all listed duties.

1. Develops programs that deal with the overall management of system activities such as task management, file management, application distribution and access methods, database management, network resource management or the system-wide implementation of complex software packages, such as Citrix and VOIP.

2. Maintains currently installed versions of the operating system software through the application of vendor supplied "fixes" and through custom coding where possible.

3. Maintains system documentation for installed system software.

4. Plans, generates and installs new releases of operating systems (as opposed to business application) programs and other vendor supplied server software.

5. Enhances, installs and tests vendor supplied utilities and software packages; develops utilities and ad hoc service routines; and maintains vendor supplied utilities and software packages.

6. Plans, writes, tests and implements extensions and corrections to the systems software that supports the application development platform, the data network or the voice network.

7. Designs complex software systems; enhances complex software systems; and codes and tests software programs.

8. Provides direction and guidance to software analysts.

9. Provides technical information and assistance to application programmers and systems analysts in the use of system software related to web services, in-house software development tools, remote access using Citrix, software utilities, database management systems such as Informix, Oracle, Microsoft SQL Server and other software packages, such as Crystal Reports, Citrix and Vision App.

10. Prepares technical reports relating to the analysis of software systems.

11. Monitors and tunes the performance of systems components, and plans for timely capacity upgrades.

12. Performs other related duties as assigned.

Software Analyst:
NOTE: The following are duties performed by employees in this classification; however, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all listed duties.

1. Plans, assigns, leads, and reviews the work of network administrators and desktop support staff.

2. Develops logic, codes, and tests software packages defined by Senior Software Analysts.

3. Develops or enhances software programs to improve the efficiency of technical staff and network operations.

4. Enhances and tests vendor supplied utilities and software packages.

5. Assists in the development and enhancement of relatively complex software, such as designing active directory, enforcing security, telecommunications and file and data management.

6. Writes technical operations and development guides, and documentation for software.

7. Provides technical information and assistance to application developers and end-users in the use of windows operating system, TCP/IP protocols, active directory, data base management systems, access architectures, performance monitoring and tuning and security.

8. Performs other related duties as assigned.

Senior Software Analyst - Knowledge of principles and methods of computer software programming and systems analysis; principles and methods of computer applications programming; principles of computer operating systems design; Windows operating system and active directory or Unix and Linux operating systems; methods of program problem analysis and resolution; data organization and access methods in computerized systems; principles of database management systems; principles of effective oral and written communication; application access and application delivery strategies such as Citrix.

Senior Software Analyst - Ability to solve complex software programming and systems design problems from relatively minimal diagnostic information; apply the principles of software programming and design to a variety of situations; develop complex software systems, interpret and evaluate existing software systems and enhance them for efficiency; develop software programs and modify them for efficiency; evaluate hardware and software systems and make recommendations for conversion to new systems if appropriate; plan for and install new software systems; plan for and install new releases to vendor supplied software; enhance vendor supplied software packages and utilities to suit the Court's operating environment; gather and analyze data, draw sound conclusions, and prepare clear and concise reports; establish and maintain effective working relationships with staff, the public and others encountered in the course of work; and identify crucial information for the use of other technical staff in related areas of expertise.

Software Analyst - Knowledge of principles and methods of operating system software programming and systems analysis; principles and techniques of applications programming; methods of program problem analysis and correction; windows operating system and active directory or Unix and Linux operating systems; principles and use of terminal services; computer equipment, hardware and software used by the court; techniques and methodologies for software development life cycle; principles of Project management; correct English usage, including spelling, grammar and punctuation.

Software Analyst - Ability to apply the principles of software programming and design to a variety of situations; develop software programs; interpret and evaluate existing software programs and enhancing them for efficiency; give guidance and technical assistance to developers and desktop and network support staff; establish and maintain effective working relationship with court staff, members of the public and others encountered in the course of work; organize work and set priorities to complete assigned project responsibilities efficiently and effectively within deadlines; exercise sound independent judgment and decision making within general policy guidelines; analyze problems and develop effective solutions; manage multiple and changing priorities; use tack and diplomacy when dealing with sensitive, complex and/or confidential issues and situations; maintain confidentiality of Court documents and records; communicate clearly and effectively orally and in writing; keep technical skill current to meet continuing software development assignments; work effectively independently and as a member of a team.

Hiring Process

Minimum Qualifications

Senior Software Analyst Minimum Qualification:

Either Option I

Experience:
The equivalent to two years of full-time experience in the class of Software Analyst in the Superior Court of California, County of Alameda classified service performing similar duties.

Or Option II

Education:
Possession of a Bachelor's degree in computer science or a related field from an accredited college or university.

Additional experience in software analysis and programming, windows analysis, database software administration and/or programming, implementation and utilization of active directory and other application delivery mechanisms may substitute for education on a year-to-year basis.

And

Experience:
The equivalent to two years of recent full-time increasingly responsible experience in software analysis and programming and/or windows analysis and programming, the implementation and utilization of active directory and other application delivery mechanisms.

Software Analyst Minimum Qualifications:

Education:
Possession of a Bachelor's degree in computer science or a related field from an accredited college or university.

And

Experience:
The equivalent to two years' of recent full-time increasingly responsible experience in computer programming, including software programming and analysis. Experience must include implementing packaged systems software, applying system patches and software upgrades.

Desired Qualifications for Sr. Software Analyst and Software Analyst:

  • Expertise with Windows Server Administration and Support including On-Premise and Cloud resources with proficiency in PowerShell and automation.
  • Demonstrated ability to design, deploy, and manage Microsoft Active Directory Infrastructure, Schemas, Microsoft Azure, Azure AD, and Microsoft 365 solutions.
  • Experience leveraging and knowledge of ITIL / ITSM best practices.
  • Experience managing and maintaining VMWare vSphere, Nutanix, NetApp ONTAP 9, or other related physical and virtual infrastructure or  hyper-converged technologies.
  • Knowledge of Information Security best practices and infrastructure hardening.
  • Ability to apply principals and techniques of design (Sr Analyst), implementation, analysis, troubleshooting, critical thinking, and customer service for on-premise and cloud infrastructure technologies.
  • Technical Expert with core infrastructure technologies including: DNS, DHCP, SFTP, AD, 2FA/MFA, SSO, GPO, BGP.
