The Information Systems Application Administrator position’s primary responsibilities include but are not limited to the continuous management of the City’s software applications, researching, and assessing current software capabilities, and leading and/or assisting implementation, integration, and migration processes. Provide high level technical in-person support, training, and assistance to City staff. The position works directly with staff from other City departments, leadership, and vendors to identify and implement a variety of software solutions, both on-premises and in the cloud; and manages contract IT support and vendors.

  • Analyzes and evaluates business requirements, consults with personnel from various departments and identifies areas for the development of technical solutions to automate and/or improve business processes. Provides recommendations on new or enhanced systems, software, upgrades and modifications. Evaluates and balances the requirements/needs of multiple departments/divisions in identifying the technical solution that will best meet the identified needs. 
  • Assists in the execution of professional information technology consulting/development projects by facilitating and participating in software selection and implementation teams, including software evaluation, need and workflow analysis and system implementation, testing and training. 
  • Serves as liaison and provides day-to-day user application support for assigned systems or subsystems; troubleshoots and resolves or recommends methods to resolve application and data problems; advises users on methods of resolving processing and other problems, often under time-sensitive and/or demanding circumstances.  
  • Develops, updates and maintains system and user documentation and manuals including standard operating procedures and technical guides as a reference for information services staff, developers, administrators and end-users; coordinates and/or conducts user applications training classes. 
  • Performs quality assurance and ongoing reviews of applications and prepares recommendations for system improvements; consults with users on extended user requirements, enhancements and systems-related issues. 
  • Manages consultants and contractors working on information technology related projects. 
  • Tests new software releases, patches, and updates; troubleshoots technical and functional problems. 
  • Develops justifications and recommendations for the acquisition of computer hardware and software; prepares specifications for request for proposals, evaluates proposals and makes recommendations. 
  • Leads cybersecurity strategic planning; implements and matures security controls, systems, and solutions in cooperation with functional teams; ensures that functional teams utilize security controls effectively to improve the security program and overall risk management. 
  • Researches information technology systems, applications, and trends related to hardware, software, networks, and other applications; works with other information technology professionals and industry resources and conveys pertinent information and recommendations to management. 
  • Maintains current knowledge of information technology trends and innovations; attends and participates in job-related seminars and professional group meetings; reads applicable industry publications. 
  • Performs other duties as required.


Requirements

The ideal candidate will possess the following qualifications:

Knowledge of: 
Principles and practices of technology management, application and infrastructure development, project planning, and systems integration in a Windows or successor environment. 
Application and database server architecture, communication protocols, component integration, access and security standards, and IT systems administration. 
Application systems analysis and troubleshooting principles and procedures. Research techniques, methods, and procedures. 
Project planning and project management principles. 
Database performance tuning techniques, and backup and recovery procedures. 
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. 
Installing, maintaining, modifying, and upgrading software applications; and identifying and resolving computer system operational and security problems. 
Pertinent federal, state, and local laws, codes and regulations. 
Safe work and driving principles and practices. 

Ability to: 
Conduct independent research, interpret highly technical documents, draw valid conclusions, develop technological solutions, take appropriate actions and/or make appropriate recommendation related to complex IT problems. 
Effectively build and lead a team through all phases of complex information technology projects involving multiple IT disciplines in order to achieve goals. 
Perform process analyses and apply critical thinking skills to reach sound, logical conclusions regarding user client needs and business requirements for complex assignments with a broad scope. 
View, understand, explain, and plan complex, multi-departmental projects from both the high level, overall perspective and the detailed, task level. Prepare and monitor project budgets. 
Communicate effectively, both verbally and in writing. 
Work effectively with a wide variety of people, including City staff, City leadership, vendors, and contractors. 
Work nights, weekends and holidays if necessary to complete tasks on time, and to attend meetings and functions. 
Operate a motor vehicle safely. 

EDUCATION AND EXPERIENCE: The following combination of education and experience is most typically likely to provide the requisite knowledge, skills and abilities:

Bachelor's degree from an accredited educational institution in Computer Science, Information Technology or related discipline.
 
Three years’ experience in a complex information technology systems environment OR three (3) years’ experience in project coordination/management, with information technology familiarity.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

LICENSES OR CERTIFICATES: 
Possession of or ability to obtain a valid California driver’s license.
